what is the best coding language to learn

Many people say python is the top language to learn. I strongly agree,
but a new programmer would benefit from learning basic concepts from lower
level languages like C++, Java, or C#. Also, learning HTML and CSS will give
the ability to create something with some sort of UI other than a 
command prompt.
